Minority Report:

Instead of retaining current language in ¶304.3, delete restrictive language of ¶304.3 and add one sentence to end:

Since the practice of homosexuality is incompatible with Christian teaching, self-avowed practicing homosexuals (1) are not to be accepted as candidates, ordained as ministers, or appointed to serve in The United Methodist Church. Each individual, therefore, is examined through the candidacy process to discern his/her fitness for ordained ministry.
