The Committee recommends concurrence as amended as follows:
Delete the first paragraph "Whereas, the General conference of 1996, in seeking to create the new order of permanent Ordained Deacon, discontinued the Lay Ministry of Diaconal Ministry; and add a new whereas just before "therefore"
"Whereas we celebrate our brothers and sisters who are professionally certified, commissioned and/or recognized by our general agencies, as well as all laity who faithfully respond to Christ's call to servant ministry.
Substitute the existing "Therefore" with a new one: "Therefore let it be resolved that the 2000 General conference instruct the General Board of Higher Education and Ministry, working with the General Board of Discipleship, seek ways of expanding and recognizing existing and new forms of professional lay ministry and to more clearly acknowledge professional lay ministry as a call to ministry through authenticating acts of recognition and celebration, and that they bring recommendations to the 2004 General Conference.
