The Committee recommends concurrence as amended as follows:

In #2, in the bold section after "United States," strike "the" and insert "there are".

In #4, second line at the end, add "race or".

In #4, after "community protection" change period to semi-colon; keep the small "t" immediately following; change period to semi-colon following "qualified judges" and strike the rest of the paragraph.
