The Committee recommends concurrence as amended as follows:Delete the entirety of the existing text and replace with the following:

We commend to The United Methodist Church at all levels the following transformational directions. These central ideas are at the heart of the needed change in The United Methodist Church.

1. Center on Christian formation.

2. Call forth covenant leadership.

3. Empower the connection for ministry.

4. Strengthen our global connection and ecumenical relationships.

5. Encourage doctrinal and theological discourse.

These valuable principles and ideas need to be brought to life at every level of the UMC over the next quadrennium. Each organizational level of the church from the local congregation through all levels of the general church should begin to live out these transformational directions.

To guide us this way the General Conference charges the General Council on Ministries:

1.) To work with the church in discerning God's will for its work and living as biblical people in the Wesleyan tradition through a style of leadership that is collegial, cooperative, inclusive, and actively practices hospitality.

2.) To model the articulation of a clear and compelling ministry vision through a holistic process that focuses the work of all the parts.

3.) To determine the most effective design for the work of the General Conference.

*Developing specific ways for agencies to integrate their work for greater collaboration and elimination of duplication;

*Determining how general agencies can better provide resources for annual conferences and local churches;

*Recommending to the 2004 General Conference the best way to staff the work beyond

annual conferences and determining where the responsibility for personnel should be vested.

*Developing ways of evaluating the results of the work of the agencies.

4.) To assist local congregations and annual conferences in their efforts to organize in such ways that enable them to live out the transformational directions in the context of their ministry while maintaining the connectional nature of the church.

5.) To relate to annual conferences and build mutual relationships with annual conference leadership to assist them in living out the transformational directions.

6.) To continue the dialogue about the global nature of The United Methodist Church.

In order to be good stewards of the time and money invested in the Connectional Process Team Report, it and all its related research are forwarded to the GCOM, with deep appreciation, as resource material for its ongoing work.

The results of this work shall be contained in the General Council on Ministries report to the 2004 General Conference.
