¶ 819.
Black College Fund--The General Council on Finance and Administration
shall recommend to the General Conference the sum that the Church shall
undertake for the Black colleges and the method by which it shall be apportioned
to the annual conferences. The purpose of the fund is to provide financial
support for current operating budgets and capital improvements of the Black
colleges related administratively to the Church.
1. The current funds received
annually shall be distributed to those Black colleges whose eligibility under
adopted guidelines of management, educational quality, and measurement by
announced objectives shall be the precondition of participation. These
guidelines shall be revised and administered by the Division of Higher Education
of the General Board of Higher Education and Ministry, in consultation with the
Council of Presidents of the Black Colleges. The Division of Higher Education of
the General Board of Higher Education and Ministry shall administer the fund
according to the guidelines for support and a formula approved by the General
Conference.
2. In the interim between
sessions of the General Conference, the guidelines for support and formula for
distribution may be changed as necessary upon recommendation of the Council of
Presidents of the Black Colleges and the General Board of Higher Education and
Ministry and with the consent of the General Council on Finance and
Administration.
3. Promotion of the Black
College Fund shall be by the Division of Higher Education and in
consultation with the Council of Presidents of the Black Colleges, in
cooperation with and with the assistance of the Division of Program and
Benevolence Interpretation of the General Commission on Communication, the cost
being a prior claim against the Black College Fund receipts and within a budget
approved by the Division of Higher Education and the General Council on Finance
and Administration.
