1996 Discipline ¶ 412

412. In a central conference where term episcopacy prevails, bishops whose term of office expires prior to the time of compulsory retirement because of age and who are not reelected by the central conference shall be returned to membership as traveling elders in the annual conference (or its successor) of which they ceased to be a member when elected bishop. Their term of office shall expire at the close of the central conference at which their successor is elected, and they shall therefore be entitled to participate as a bishop in the consecration of the successor. The credentials of office as bishop shall be submitted to the secretary of the central conference, who shall make thereon the notation that the bishop has honorably completed the term of service for which elected and has ceased to be a bishop of The United Methodist Church.8
